Ask why a medium that spent a decade selling reach now sells outcomes. The answer the upfronts gave this spring was that the technology finally caught up: attribution, first-party data, closed-loop measurement. The better answer is that performance is where the budget is, and a channel goes where the budget is. So connected television repositioned. Every NewFront stage this year sold the same word. Performance.
There are two things an ad impression can do, and only two. It can create demand that did not exist, or it can capture demand that already does. The brand spot that puts a product in a viewer’s head before they shop is creating. The unit that reaches that same viewer once they are in-market, and books the sale when it lands, is capturing. Creation makes the customer. Capture collects the customer. Both get paid. Only one of them caused the outcome the report celebrates. Almost every performance-TV product launched this year sells capture and bills it as cause.

A streaming seller relabels its inventory outcomes-based and bolts conversion measurement onto it. The dashboard lights up: the viewers who saw the ad bought the thing. Most of them were going to buy the thing. The seller chose to be measured on capture, and capture is a number you can hit by finding the people already walking toward the register. The return-on-ad-spend reads high. The demand was not made here. And the impression, priced now on attributed conversions instead of the brand premium it used to hold, has dropped into the lower-funnel pool where every seller is showing the same proof.
A retail media network runs exposure-to-purchase on CTV, matching who saw the ad to who checked out. The match is real. The purchases were largely set in motion by the brand’s own awareness spend weeks earlier, the spend that created the demand the network now closes against. The network books the credit. The brand pays twice, once to make the customer and once to be told the customer was captured. More than half of senior retail-media executives say they do not trust that these metrics capture incremental impact. They are describing their own product. Capture, credited to itself, looks exactly like cause.
A buying platform offers full-funnel attribution and sets the conversion window and the attribution model. Whoever owns the window decides which channel gets the sale. Set it to last touch and the capturing impression wins every time, while the creating impression three weeks upstream gets nothing. The platform did not measure who caused the outcome. It chose whom to credit, and it chose the side it sells. The IAB’s 2026 data report has sixty to seventy-five percent of advertisers saying the standard measurement still misses on rigor. They are measuring capture and calling it performance.
Three sellers, three green reports, three outcomes that were already coming. The medium that creates demand is hard to measure, so it is being defunded. The position that captures demand is easy to measure, so it is being bid up. Performance did not make CTV better at causing sales. It made CTV better at getting credited for them.
Here is the part that costs me the argument. The capture side is winning, and being right about creation does not pay the bill. Comcast sells Outcomes+, Samsung sells Performance TV, LG sells Own the Outcome, Amazon’s demand-side platform closes the loop on Samsung’s screens, and the money is moving to all of them while brand budgets get cut. The seller who stands on principle and says measure us on the demand we create watches the line item walk to the seller who will take the last-touch credit. The honest position is the starved one. Knowing you caused the sale is worth nothing if the buyer only funds the proof you showed up for it.
So when the performance report comes back green, ask the one question the dashboard will not. Did this impression make the sale, or did it just get there first? One of those is a business. The other is a toll on demand someone else created. Your inventory sits on one side of that line. Find out which side, before the buyer who pays you decides it for you.
